OCI Tokuyama Semiconductor Materials Sdn. Bhd. (OTSM) has signed a memorandum of agreement (MoA) with Invest Sarawak to develop supply chains, forge strategic partnerships, and build industrial ecosystems that will support the successful operation of OTSM’s new high-purity semiconductor-grade polysilicon plant.

The collaboration is set to strengthen Sarawak’s ambition of becoming a leading regional technology hub. OTSM chief executive officer Steve Choi said the partnership would open doors for Sarawak businesses and talents, while creating opportunities for local suppliers to participate in the semiconductor value chain. He added that the collaboration would draw significant high-value investments to Sarawak and catalyse the growth of advanced manufacturing. “This will strengthen Sarawak’s position as a competitive hub in the global semiconductor industry and drive long-term economic prosperity,” Choi said. The MoA was signed by Choi and Invest Sarawak chief executive officer Timothy Ong, witnessed by Sarawak Deputy Premier Datuk Amar Awang Tengah Ali Hasan at the World Expo in Osaka today. OTSM, a 50-50 joint venture between OCI TerraSus and Japan’s Tokuyama Corporation broke ground for its new semiconductor-grade polysilicon plant on a 13.7-hectare site at Samalaju Industrial Park in Bintulu last month. With an investment of RM2 billion, the plant is slated to commence operations by 2029 and will have an annual production capacity of 8,000 metric tonnes, supplying to major technology markets in Korea, Japan, and Taiwan. This marks OCI’s third major investment in Sarawak. The first was in 2017, when it acquired Tokuyama Malaysia’s solar-grade polysilicon plant, now known as OCI TerraSus, which produces 35,000 metric tonnes annually. The second is a joint venture with Kumho P&B Chemicals to produce epichlorohydrin, a key chemical used in epoxy and rubber production, which is expected to be operational by the end of this year.
